There are a handful of early-game Flying-type that you can catch, such as Starly, but then there are Pokemon such as Chatot. Enter the building next to the Poke Mart, and speak to the kid at the table on the first floor. They will trade you a Chatot in exchange for a Buizel. Buizels can be caught on Route 205 and at the Valley Windworks.
